A developer owns the land, funds and builds the project, and sells units — usually off-plan — directly or through appointed agents. An agency or brokerage never owns the property; it's hired (and usually paid on commission) to find, negotiate and manage transactions on a client's behalf, across any developer's stock and the secondary market. Yes. UAE banks lend to non-resident foreign buyers, though loan-to-value ratios are more conservative than for residents — typically up to 50% of the property value for non-residents, versus up to 80% for UAE residents on their first property, though this varies by bank and property price.

Decide whether you're buying to live in, to rent out, or purely for capital appreciation — this shapes which areas and property types make sense, and whether off-plan or ready property suits you better.

Define your budget and goal

Foreign nationals can only buy freehold (full ownership) in designated freehold zones — these include Downtown Dubai, Dubai Marina, Business Bay, Palm Jumeirah, Dubai Hills Estate, JVC, Dubai Creek Harbour, and dozens more. Outside these zones, only UAE and GCC nationals can own property directly.

Choose a freehold area

Only brokers registered with Dubai's Real Estate Regulatory Agency (RERA) are legally permitted to arrange property transactions. A registered agent will hold a valid broker card and can verify a listing's ownership and any mortgage or dispute against it via the DLD.

Work with a RERA-registered broker

Once you agree a price, both parties sign a Memorandum of Understanding — the DLD's standard Form F — and the buyer typically pays a 10% deposit held with the agent or a trustee.

Sign the MOU (Form F) and pay the deposit

For a resale property, the seller applies to the original developer for an NOC confirming there are no outstanding service charges or dues — this is required before DLD will register the transfer.

Obtain the developer's No Objection Certificate

Buyer and seller (or their representatives) attend a DLD-registered Trustee office together, where the transfer fee is paid and a new title deed is issued in the buyer's name, usually the same day.
